What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to view and buy upgrades.

It boosts

Certain items come with a built-in boos, which is less useful when upgraded. For example the Goldwrap offers an additional potion slot. These are often upgraded to add more value to a near-perfect or perfect item.

Costs

There are some costs that are associated with upgrades to items. The first cost is the upgrade itself. The cost is based on the new ilvl of the item and the amount of perks it gains, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
