What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to view and buy upgrades.
It boosts

Some of these boosts can only be used in specific designs (such a Whistan's Shield for FB Sorcs) While others are valuable to collectors.
Certain items come with a built-in boos, which is less useful when upgraded. For example the Goldwrap offers an additional potion slot. These are often upgraded to add more value to a near-perfect or perfect item.
Costs
There are some costs that are associated with upgrades to items. The first cost is the upgrade itself. The cost is based on the new ilvl of the item and the amount of perks it gains, and can be expensive. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.

Another way to increase the chances of a successful upgrade is by using the item known as the Blacksmith Blessing or an upgraded version of it. This item is beneficial if you have an item of equipment that is at the maximum level for its tier or is close to it. It allows you to upgrade that piece of gear to the next level without having to worry about it breaking.
